ON: THE SPORT MINISTER SUPPORTS CITIZENSHIP AND STATE COUNTRY FROM VITOSHA SKI AD
At the beginning of the season Vitosha Ski AD announced that the Aleko ski area in Vitosha Nature Park was shutting down and would not function, which was determined by the chairwoman of the Parliamentary Committee on Agriculture and Forests Desislava Taneva as extortion.
It turned out that the Minister of Physical Education and Sports Svilen Neykov also supported rackets on fans of winter sports and the state. The ministry is the owner of the oldest drag in the Aleko Tourist Center – Rabbit (Aleko), but the facility has now been shut down and is not servicing skiers at Aleko Center despite the excellent Vitosha skiing conditions this year.
In 2008, the chairman of the State Agency for Youth and Sports (DAMS) Vesela Lecheva awarded the following buildings and facilities without competition for 5 years – the Bunny Station (Aleko); the Aleko Lower Lift Station building with a total built-up area of 289 square meters; technical building finale cross-country skiing and alpine disciplines “Tulip” with a total built-up area of 483 sq.m .; facilities, part of artificial snow installation – 2100 m, pipe installation, 20 tanks, dam, water supply, retaining walls, pumping units, track cable; ten bungalows in Iglikina Polyana area with a total built-up area of 385 square meters, or the listed facilities and a total built-up area of 1157 square meters. for the amount of BGN 2950 per month.
The tenant is the Bulgarian Ski Federation (BFSki) with chairman Tseko Minev, who, according to the media, stands behind the offshore companies – owners of ski areas in Bulgaria such as Yulen AD, Vitosha Ski AD, as well as the Borosport company before the First Investment Bank. The Lessee undertakes, with the care of a good owner, to use the above facilities without the right to lease the property to third parties, with the exception of the operator of the Vitosha Ski Area – Vitosha Ski AD. For decades, the Rabbit Trail, owned by the Ministry of Physical Education and Sports (MIFS), has been used to purchase a separate card at a low cost, allowing easy access for Sofia’s clubs, schools and skiers. Under the new scheme, the use of the tow already goes through the purchase of a card from Vitosha Ski AD at a much higher price. Or in other words:
BFSki pays the rent subsidy from the state subsidy it receives, and Vitosha Ski AD collects the revenue from the services provided, increasing the price many times over.
However, for two years the Rabbit Traction has not been operating and BFSki has not undertaken anything to restore it, despite the obligation to maintain the facility and despite the proposal made in 2010 to the owner of the Bulgarian Tourist Union (BTS) MVPF for its repair and restoration. On top of all two of the pillars of the facility are demolished and together with the supporting rope, they remain unsecured for 2 years, endangering the health and safety of Vitosha visitors!
In 2010, following a signal from the Vitosha Ski and Snowboard Schools Association, Minister of Physical Education and Sports Svilen Neykov stated in a letter with Ex. No. 03-00-41 / 6/09 of 21.01.2010 to the Council of Ministers of the Republic of Bulgaria: “In connection with the failure to fulfill the obligations under the concluded lease contract № 23-00-13 / 15.02.2008. from the tenant BFSki, the Ministry of Internal Affairs will take appropriate actions for termination of the contract before the expiration of the lease term. ”
Subsequently, also in 2010 and in response to a signal from the BTS, the administration of the Council of Ministers of the Republic of Bulgaria replied: “… in order to observe the legality and transparency of the activities on the territory of Vitosha Nature Park, it is noted that the contractual relations between the Ministry of the Interior and the Bulgarian Property Fund will be reviewed, the landlord will be periodically monitored for the granted and if any violations of the contractual conditions are found or the property is not used for its intended purpose, the necessary actions will be taken by the institution. ”
Two years later, the Rabbit Ski Lift is still inactive, and since October 2011 Vitosha Ski AD has been blackmailing Bulgarian citizens and institutions by suspending all leased and privatized ski runs and facilities.
But as evidenced by the above facts, blackmail is made possible with the active inactivity of the Minister of Physical Education and Sports and the Council of Ministers, despite commitments to terminate the contract.
That is why we urge the Minister of Physical Education and Sports to immediately terminate the lease with BFSki and take action to restore the facilities owned by the ministry, thus giving citizens and guests of the capital the opportunity to practice winter sports and ski tourism in Vitosha Nature Park in accordance with the current Park Management Plan and despite the racketeering of Vitosha Ski AD.
